How A Bill Becomes A Law

There are 7 stages for the bill to become a law. A bill is a Idea or draft brought from the public. It is not a law but it is a upcoming law or draft. Each stage gets the bill to become a law. This bill is not the money bill or bills you have to pay it is a bill which is a upcoming law.

Step 1:Introduction


Anyone may draft a bill; however, only members of Congress can introduce legislation.
Step 2: Committee Action
As soon as a bill is introduced, it is referred to a committee. At this point the bill is examined carefully and its chances for passage are first determined. If the committee does not act on a bill, the bill is effectively "dead."
Step 3: Subcommittee Review
Often, bills are referred to a subcommittee for study and hearings. Hearings provide the opportunity to put on the record the views of the executive branch, experts, other public officials and supporters, and opponents of the legislation.

When the hearings are completed, the subcommittee may meet to "mark up" the bill; that is, make changes and amendments prior to recommending the bill to the full committee. If a subcommittee votes not to report legislation to the full committee, the bill dies. If the committee votes for the bill, it is sent to the floor.
Step 5: Committee Action to Report a Bill
After receiving a subcommittee's report on a bill the full committee votes on its recommendation to the House or Senate. This procedure is called "ordering a bill reported."
Step 6: Voting
After the debate and the approval of any amendments, the bill is passed or defeated by the members voting.

Bills and Select committee

For the past few days we have been learning about the Bills and Select committee. We learnt the 7 steps the bills go through in order for it to get permanently published as a law.A select committee is a committee mad up of a small number of Parliamentary members appointed to deal with particular areas.

Three Branches

Last week we learnt about the Three Branches, New Zealand is made up of 3 branches which are Executive Branch,Legislative Branch & Judicial blog. By creating three branches of government, the founding fathers wanted no group or person to become too powerful.Something I didn't know about the government is that every 3 years there is a debate of who becomes our New Prime Minister of New Zealand.
